From his 12 years on the City Council to his leadership on the City of Muskogee Foundation Board, James has worked tirelessly to improve local infrastructure, education, and economic opportunity. His commitment extends beyond city hall, serving on numerous boards and committees focused on health, wellness, and civic growth. James believes a strong community is built when citizens and local leaders work together with transparency, accountability, and vision.
For James Gulley, family is both his foundation and motivation. Married to his wife Beth for 47 years, and proud father and grandfather, James understands the values that hold families together — faith, hard work, and service to others. As an elder at New Community Church, he leads by example, helping others find purpose through faith and community involvement. His vision for Muskogee is one where every family feels safe, supported, and empowered to thrive for generations to come.
A lifelong businessman who rose from the night reloading crew to become President and CEO of Love Bottling Company, James Gulley knows what it takes to build success through dedication and perseverance. He has created jobs, balanced budgets, and led with integrity in both the private and public sectors. As mayor, James will champion policies that attract new investment, reduce red tape, and strengthen Muskogee’s economic foundation — ensuring local businesses have the tools they need to grow and create opportunity for everyone.
